VETS 2 Contract Overview:
· A Governmentwide Acquisition Contract (GWAC), is a pre-competed, multiple-award, indefinite delivery, indefinite quantity (IDIQ) contract that agencies and DoD can use to buy total IT solutions.
· Designed to help the government make important changes to modernize aging and legacy IT
· An expanded scope for virtually any IT services-based solution – including cybersecurity and new, emerging technologies

Phantom Eagle LLC's management team will develop and strictly enforce a Quality Control (QC) Plan and process that will comply with and support the customer's Quality Assurance (QA) Plan and processes. The PE QC process will ensure that deliverables comply with standards and guidelines and satisfy contract acceptance and schedule criteria.
The support services provided and products developed will meet a set of quality standards that PE applies on all of our support service contracts. Quality principles include: total customer focus, complete and accurate documentation, adherence to operating procedures, adherence to government standards, testing to verify all performance requirements are met, conducting critical design review, providing designs that are maintainable and supportable, keeping maintenance inspection records, calibrating equipment, and documenting support maintenance. The quality control processes that apply these principles will be incorporated in the task orders and in the general operational guidelines.

VETS 2’s bid, proposal, and award has already satisfied your Contracting Officer’s FAR – Part 6 Competition Requirements, Subpart 6.206 and FAR 19.1405 requirements for set aside an acquisition for competition restricted to service-disabled veteran-owned small business concerns. Now, at the task order level, “if the contracting officer receives only one acceptable offer from a service-disabled veteran-owned small business concern in response to a set-aside, the contracting officer should make an award to that concern”. Vets 2 satisfies your statutory requirements relating to the Veterans Benefits Act of 2003 (15 U.S.C. 657f). FAR guidance to your Contracting Officers is: “No separate justification or determination and findings are required to set aside a contract action for SDVOSB concerns.”
